Merv Boyd
With 27 years in the public sector, Merv has gained a wide range
of experience in major Bureau of Land Mangement programs. He served
in Colorado, Arizona, and Nevada in the bureau’s range management,
engineering and construction, recreation, and lands and realty programs.
He retired from BLM in 2006, after serving as the manager of the Southern
Nevada Public Lands Management Act office in Las Vegas. Merv was
responsible for managing the sale of more than two billion dollars worth
of public land in southern Nevada and the acquisition of lands with important
resources throughout the state.
In 2006, Merv formed Boyd Consulting and now works with corporate, utility and local government clients in Nevada, Arizona, and California. He assists clients in obtaining land use authorizations on federal and state lands, with policy and regulatory guidance for environmental and natural resource management issues, and with sales of public lands.
Terry Reynolds
Terry brings to Robcyn, LLC more than 30 years of management experience in both the public and private sectors. His extensive education includes a Master’s Degree in Political Science with a concentration in Public Administration. Currently, he is the President of The Reynolds Company which provides representation for governmental affairs, project management, and entitlement expertise to public and private clients.
From 2003 to 2008, Terry served as Senior Vice President for External Affairs and Entitlements with the Wingfield Nevada Group Management Company (WNG). He oversaw entitlements and governmental affairs for WNG Developments and acted as liaison between federal, state and local agencies for various entitlement permits. He served for four years as General Manager for Resort at Red Hawk (a WNG Company), where he was responsible for all resort operations along with the development of the Foothills at Wingfield, a planned resort community.
Terry’s prior work also includes the municipal government. For 18 years he was the City Manager in Prescott, Arizona, as well as in Sparks and Elko, Nevada. Additionally, he held the responsibility of Administrative Officer to the Justice and Municipal Courts within the Nevada Supreme Court.
Joe Liebhauser
Joe joins Robcyn, LLC with over 33 years of extensive experience in land and water rights acquisition, environmental permitting, and natural resources management. He served in realty, minerals, environmental, and management positions with the Bureau of Land Management in Alaska, Arizona, California, and Nevada. Joe retired after a 30 year Federal career in 2011, having completed the last 15 years with the Bureau of Reclamation. His Reclamation assignments included service as Regional Realty Officer, Regional Review Appraiser, Project Manager, and Chief of Resources Management for Reclamation’s Lower Colorado Region.
In the private sector, Joe’s experience includes hands-on work in the ranching and forestry industries. He spent three years in the utility industry as a Land Use Specialist and Right-of-Way Agent, completing land and permit acquisitions for electric, natural gas, and water projects in Northern Nevada and California. Joe has served as Project Manager in utility industry corridor planning across the Western States.
Joe is an active, long-standing member and past Chapter President of the International Right of Way Association, holding the senior professional SR/WA designation. He is a certified IRWA Educational Course Facilitator. Joe founded and operates PHED, LLC, an entity that specializes in historic property issues, permitting support to ranching and forest products firms, and design of real property records management systems for small firms and government entities.
